The final version of Greater Manchester Spatial Framework (GMSF) has now been released – it can be viewed here.

GMSF is a strategic plan drafted by Greater Manchester Combined Authority under the Mayor of Greater Manchester. It seeks to ensure that the level of jobs and homes delivered will meet the needs of residents up to 2037, as well as the logistics of this delivery. This is the third iteration of the plan, with drafts having come out in 2016 and again in 2019.

In this final version of GMSF, the scale of development in Woodford and Heald Green remains largely unchanged from draft plan.

Over the last few years, I have supported campaigns to protect green belt. Around two thirds of the green belt being lost in the whole of Stockport Borough lies in my constituency, predominantly in Heald Green. The loss of green spaces in Heald Green is permanent – and will impact generations to come.

On the 17th November, Stockport Council will have a full meeting to debate GMSF, and there will be a vote to determine whether the Council will continue with the plan or withdraw from the plan.

Should Stockport councillors vote to remain within GMSF, there will then be a public consultation lasting 8 weeks, which will start in November. During this consultation period, submissions will be added to evidence which will be considered in an Examination in Public from the first half of 2021, by an independent Planning Inspector.

I have always advocated for a brownfield first approach and whilst I am pleased that more brownfield land continues to be identified, the plan fails to adequately recognise the importance and protect benefits of green spaces and green belt in our communities.
